The Implementation Framework establishes the operational, managerial, and technical guidelines required to physically realize Nature-based Solutions (NbS) and deploy Information and Communications Technology (ICT) monitoring systems across the project's five Leader and six Follower Cities. While preceding deliverables focused on requirements and design, D6.1 translates co-created plans into concrete, timely, cost-effective, and risk-minimal on-the-ground interventions.
This framework acts as a comprehensive, stage-based management manual. It standardizes collaborative municipal workflows, details sustainable and ethical public procurement criteria, introduces robust risk/opportunity mitigation protocols, and deploys practical reporting templates to ensure high-quality execution in underserved and vulnerable urban areas.

The development of this implementation framework was driven by a multi-sector, collaborative process to unify technical standards with municipal realities:
Baseline input ingestion: Consolidating the technical solutions mapped in D2.4 (Catalogue of Solutions) and the site analysis baseline conditions established in the Leader Cities reports.
Consortium matchmaking workshops: Conducting interactive focus groups to align green practices, mapping parameters, and coordinate timelines between city managers and technology developers.
Template co-creation: Structuring and validating a suite of customizable Excel-based scheduling, cost-management, and reporting sheets with input from partners.
Consolidated peer review: Subjecting the draft guidelines to thorough cross-review cycles among all 14 project contributors and municipal experts to guarantee local regulatory compliance before final submission to CINEA.

The implementation framework delivers a structured, practical, and highly organized set of tools to guide the deployment of urban greening and digital systems through several core technical components:
A unified project management structure utilizes an Integrated Project Delivery (IPD) approach, standardizing timelines, responsibilities, and clear milestone checkpoints across Planning, Procurement, Execution, and Operation & Maintenance stages.
Detailed guidelines on sustainable procurement integrate Green Public Procurement (GPP) criteria, helping municipalities write legal clauses and administrative terms that prioritize environmentally responsible, circular materials.
A comprehensive risk and opportunity management protocol deploys a living 'Risk Register' (Annex 6.1) to continuously identify and mitigate negative technical or financial threats, paired with an 'Opportunity Register' (Annex 6.2) to capture and score positive project developments.
A collection of standardized, Excel-based reporting templates is launched to support uniform documentation, featuring a custom 'Learning Log' to track multi-stage progress and a 'Solution Datasheet' template for developers to provide clear installation guides.
An online ICT workflow and data-sharing platform (integrating Miro, Google Drive, and website resources) is deployed to manage tasks and facilitate real-time communication between professional supporting partners and local site supervisors.

The strategic implementation of this administrative and technical baseline is designed to secure long-term, structural improvements in how cities construct green public spaces:
Municipal planning teams are empowered to transition co-created designs into physical reality by following a clear, chronological roadmap that covers every milestone from site inspection to operational handover.
Administrative, procurement, and tendering delays are significantly minimized by embedding early-stage market analysis, contract clause modeling, and risk-reassessment protocols directly into city administrative routines.
The project establishes scalable, open-source templates for sustainable urban transformation that Follower Cities and other European municipalities can easily adapt and replicate within their local regulatory contexts.
Data sovereignty, open science, and inter-work-package coordination are guaranteed by creating a direct technical bridge that links co-design inputs with ICT sensor registries and long-term evaluation systems.
