It prioritises support for vulnerable social groups, promotes gender equality, and ensures both social and environmental sustainability, delivering long-term benefits for all stakeholders. The document explores key concepts such as the ethics of care and ecofeminism, tackles challenges like green gentrification, and advocates for inclusive, community-driven approaches. Additionally, the Inclusion Plan provides clear criteria, practical guidelines, and measurable indicators for co-evaluation, ensuring that all partners integrate inclusive practices that benefit both human and non-human stakeholders.

Key elements of the framework include:

• Core Concepts – Defining essential principles such as the ethics of care and ecofeminism.

• Addressing Challenges – Tackling issues like green gentrification and ensuring that urban sustainability efforts do not exclude marginalised communities.

• Inclusive, Community-Centred Approaches – Promoting strategies that actively involve diverse voices and perspectives.

• Practical Implementation – Providing clear criteria, guidelines, and measurable indicators to support inclusive practices throughout the project.

The Inclusion Plan serves as a roadmap for all partners, ensuring that inclusion is not just a goal but a measurable and actionable commitment—benefiting both human and non-human stakeholders alike.

To ensure inclusion, the deliverable provides guidelines and practical recommendations for all phases of the project:

• Co-Analysis phase: it offers strategies for inclusive stakeholder mapping, outreach, and overcoming potential mistrust or disinterest.

• Co-Design and Implementation phase: guidelines focus on organising inclusive participatory activities and co-prioritising actions to ensure the integration of all participants’ needs and perspectives.

• Co-Monitoring phase: it provides indicative co-evaluation indicators to ensure the inclusion of the more vulnerable social groups and the integration of a gender perspective during all phases of the project.

Finally, the Annex at the end includes indicative forms (Participant List, Participant Preference Form, and Participant Evaluation Form) provided as additional support for the cities conducting their participatory activities.

The deliverable is expected to enhance the social impact of the project and promote long-term benefits through the guarantee of inclusion, gender equality and sustainability based on the proposed criteria and guidelines.

The potential benefits for stakeholders and communities include enhanced inclusion, greater representation of vulnerable groups, and improved social and environmental outcomes.
